Rep. Matt Salmon (AZ-05) is laying down the gauntlet. In an op-ed published this morning in the Washington Times, Salmon is pledging to vote against House leadership's rules.
This should be called "The Salmon Rule" from now on. And let's hope that his conservative colleagues join him in this pledge. In fact, the timing of this op-ed couldn't have been better. Because in The Hill newspaper over the weekend, leadership is still willing to break the "Hastert Rule" - the idea that the House should only pass bills that have the support of a majority of House Republicans. Excerpt:
House GOP leadership has recently violated the "Hastert rule," named after former Republican Speaker Dennis Hastert (Ill.), which requires bills coming to the floor to have support from the majority of GOP members.

From this point forward, I will vote against the rule for bills that increase spending without offsetting spending cuts and encourage my other conservative colleagues to do the same. Similarly, if House leadership brings any more bills to the floor without first securing the support from the majority of the GOP conference, I will take the same action. If enough of my conservative colleagues in the House join me, we can unilaterally put an end to the growth of government that is moving us closer to Greece-like fiscal calamities.

Club for Growth Releases 2012 Scorecard

Washington, DC - Today, the Club for Growth released its 2012 Congressional Scorecard, which ranks the voting behavior of members of Congress based on issues relating to limited government and economic growth.

“2012 was a difficult year for economic freedom,” said Club for Growth President Chris Chocola. “Whether it was the GOP’s support of massive tax increases or the constant assault on liberty by the Obama administration, the pro-growth caucus in Congress has a lot of work to do in 2013. The Club’s scorecard is intended to help our members and the general public understand who talks a good game on limiting government and passing pro-growth policies, and who backs up their words with votes. We urge the next generation of conservative leaders to keep up the fight in the 113thCongress.”
This year, 28 current and former members of Congress will receive the Club for Growth’s Defender of Economic Freedom Award. Starting in 2011, The Club for Growth required Representatives and Senators to not only score 90 or better on votes cast in a year, but to also have a lifetime score or “LifeScore” of at least 90.
Highlights from the Club for Growth's 2012 Congressional Scorecard:
- Three United States Senators received perfect scores in 2012: Jim DeMint (SC), Rand Paul (KY), and Mike Lee (UT) – all of whom also qualify for the Defender of Economic Freedom Award.
- Senators Pat Toomey (PA), Marco Rubio (FL), and Ron Johnson (WI) had 2012 scores and LifeScores high enough to qualify for the Defender of Economic Freedom Award.
- Two current United States Senators will receive Defender of Economic Freedom Awards for their voting record in the U.S. House of Representatives in 2012: Senators Jeff Flake (AZ) and Tim Scott (SC).
- 18 current House members who received scores of 90 percent or better in 2012 also had LifeScores of 90 or better to qualify for the Defender of Economic Freedom Award. Two former House members qualified as well (Quayle, Walsh).
- Three members of Congress received 100 percent ratings in 2012. Of those, two also have 100 percent LifeScores: Congressmen Justin Amash (MI-03), and Tim Huelskamp (KS-01). In addition, Congressman Paul Broun (GA-10) received a 100 percent rating in 2012 and has a LifeScore of 99%.
- One Senate Democrat scored zero in 2012: Senator Jay Rockefeller (WV). 13 House Democrats scored lower than ten percent.
- Republican Leadership scores in 2012 were: Boehner: N/A, Cantor: 66%, McCarthy: 66%, McMorris Rodgers: 70%, Lankford: 80%, Ryan: 71%
- Democratic leadership scores in 2012 were: Pelosi: 17%, Hoyer: 17%, Clyburn: 18%, Becerra: 18%, Van Hollen: 17%.
- The highest scoring Democrat, Congressman Jim Matheson (UT-04), scored higher than 98 Republicans with a 68 percent. The lowest scoring Republican, former Congressman Bob Dold (IL-10), scored lower than nine Democrats with a 38 percent.

Rep. Thomas Massie's View on Paul Krugman

POLITICO has an article out today about freshman Rep. Thomas Massie from Kentucky's 4th congressional district. Massie was elected with Club member support last year and has had - as far as I can tell - a perfect record on our issues.
In the article, Massie told POLITICO that he once took a macroeconomics course from liberal economist Paul Krugman.

“It was a very frustrating class. Although he used equations to describe his solutions, he never really solved his equations. We were asked to believe certain fundamental principles that couldn’t be proven,” he said. “It was more of a religion class than a science class.”

Rock Star vs. RINO

RINO Rep. Mike Simpson (Club lifetime rating: 57%) took to the local press in Idaho to criticize his far more conservative colleague, Rep. Raul Labrador (Club lifetime rating: 100%):
Kudos to Labrador for standing up for economic freedom, even when it means disagreeing with your less-than-principled in-state colleague.

Idaho Congressman Mike Simpson says fellow Republican Rep. Raul Labrador has forever undermined his effectiveness with an “irresponsible” role in plotting to defeat GOP House Speaker John Boehner.
“I think there are 15 or 16 members of our conference that have substantially lost credibility,” said Simpson, one of Boehner’s closest friends in the House.
...In response, Labrador called Simpson a “bully” and “an old-school legislator that went to Washington, D.C., to compromise.”
“That’s how you get to a $1 trillion deficit, by just tinkering around the edges,” Labrador said. “But I think we live in a new world where we have some very serious fiscal issues in America, and you need to have people who are willing to say ‘no’ to a lot of things — things that are very popular back home — and that are willing to put their political careers on the line.”
Kudos to Labrador for standing up for economic freedom, even when it means disagreeing with your less-than-principled in-state colleague.

[Freshman Rep. Tom Cotton] is neither a hick, nor a blowhard. But he was virtually invisible until he won an audience with the Club for Growth. The Club has pioneered a technique that has helped make Congress an even more polarized mess. Instead of wasting time on high-profile races, the group intervenes in contested Republican primaries, often putting its money on the most conservative of a conservative bunch, like Cotton.
Chris Chocola, a former Republican House member from Indiana who is president of the Club for Growth, said the group zeroes in on candidates who have been overlooked or opposed by party leaders: candidates like Cotton, Sen. Ted Cruz of Texas and Florida Sen. Marco Rubio — all of whom started at single digits in polls, then went on to beat establishment candidates after getting backing from the Club.
“The establishment opposed them, and now they’re talked about as the future stars of the party,” Chocola said. “The establishment is focused on party-building instead of the principles the candidates hold. Now these are national leaders who can be persuasive on fiscally conservative issues and can re-instill confidence that the Republican Party believes things.”

"The Senate's old bulls are rapidly fading as a band of more junior members in both parties seek to upend the seniority system that has ruled the chamber for generations. Gone are the likes of Bob Byrd, Daniel Inouye, Ted Stevens or Ted Kennedy. Growing are the number of younger senators with either little experience in national politics or who were House members from a hyper-partisan institution in which the majority can run roughshod over the minority. It's an image that doesn't square with the popular stereotype of septuagenarian senators presiding over an aging institution. Instead, most of the senators in the 113th Congress have barely served one term, and those lawmakers are pushing their respective leaders to engage in more direct confrontations not only with the other party but also on long-standing Senate customs. Appropriators have been weakened. Earmarks are gone. And the political discourse is growing more rancorous."
